Human Resources Director

Reports To: Chief Executive Officer
Relates To: VP / Operations
Responsible For: Human resources function for headquarters and international staff

Job Location: Denver (Lakewood), Colorado, USA

International Development Enterprises (IDE) is an international Social Enterprise that creates income opportunities for smallholder farmers through access and control of water, increased production, and linkages to higher value markets. Position Summary:

Directs the human resources functions at the IDE Denver headquarters (15 Denver staff, plus 20 international staff appointed from HQ). Responsible for development, implementation and management (in conjunction with IDE’s leadership and field offices) of a full range of human resources functions, including recruiting, staffing, employee relations, performance management, compensation and benefits plans, training and development. Provides support to IDE country directors and country-level HR professionals responsible for 300 national staff. Works independently with minimal supervision. Is able to represent both employer and employee perspectives in work situations. Strongly oriented to recruiting, developing and retaining a highly effective and collegial group of leaders, managers and staff inside IDE.

Major Duties and Responsibilities:

  • Develops and administers all human resources plans and procedures for headquarters-hired personnel. Consults on human resources plans, policies and procedures for local national field office personnel.
  • Plans, organizes and oversees all activities in the Denver HR office. In conjunction with management and country staff develops department goals, objectives and systems. Evaluates departmental performance in relation to established goals. Makes recommendations for improvements in efficiency or increased services.
  • Develops, recommends and implements all personnel policies and procedures; prepares and maintains headquarters HR policy manual, security and emergency procedures and employee handbook. Consults and assists in the development of all field personnel policies, procedures and handbooks to ensure organizational consistency, program effectiveness, legal compliance, etc.
  • Ensures that IDE has a consistent, organization wide health & safety policy & program especially with respect to safe use of motor vehicles.
  • Reviews and supports country program HR initiatives including performance assessment, major hiring or retrenchment initiatives, staff development processes, salary reviews.
  • Develops and implements compensation program for headquarters-hired personnel. Maintains current position descriptions for all staff; conducts salary surveys and develops salary budgets for IDE’s annual budget process and for designated project proposals. Assists with all payroll calculations and deductions.
  • Manages employee benefits plans including developing overall compensation programs, vendor relations and liaison, employee enrollment, cost analysis and price comparisons and delivery effectiveness.
  • Administers all organizational benefits coverage including bidding, vendor selection, vendor relations and claims reporting.
  • Conducts and/or assists in recruitment efforts for exempt, non-exempt, interns and volunteers for Denver staff and international staff placements; interviews; performs reference checks; completes hiring paperwork (including offer letters and contracts); designs and conducts orientations; conducts exit interviews; processes terminations; handles unemployment claims.
  • Supports the development of appropriate consulting contracts if/as requested & appropriate.
  • Develop programs & procedures to engage interns and volunteers and other short term personnel in IDE programs.
  • Supports the development of management development programs as needed.
  • Keeps up to date on global industry practices and all human resources related laws and regulations (in IDE countries of operation). Trains and counsels others to insure compliance.
  • Ensures that IDE implements a performance management program covering all program and administrative staff;
  • Establishes and maintains all department records and files, including confidential personnel files; designs forms; approves invoices; produces reports and statistics as requested.
  • Develops and maintains an appropriate HRIS which tracks total IDE personnel on a global basis.
  • Provides support to human resources managers of IDE country programs.
  • Other duties as assigned.


Qualifications/Requirements:

  • Bachelor’s Degree in Human Resources or related field of study
  • At least three years of relevant work experience
  • Knowledge of U.S. federal, state and local employment laws and regulations
  • Global human resources experience and/or international work experience strongly preferred
  • Intermediate knowledge of MS Office suite and Internet-based HR resources
  • Strong interpersonal skills and the ability to communicate effectively with a wide range of constituencies in a diverse community
  • Ability to work collaboratively and to foster a cooperative environment with peers in other IDE country/regional units
  • Excellent organizational and problem-solving skills; ability to use independent and effective judgment regarding human resource matters


Working Conditions and Physical Demands:

  • Occasionally required to perform work outside normal work hours.
